Specialist ‘Education Other Than At School’ Packages for Local Authorities

Purpose of the EOTAS Package

What the Package Includes

Initial Assessment & Baseline Profile

  • Comprehensive assessment using tools such as WJ-IV, WIAT-III UK, GL Dyslexia Portfolio, BPVS, WellComm.
  • Observational assessment and learner voice.
  • Written baseline report for the local authority.

Bespoke Learning Programme

  • Personalised curriculum aligned with EHCP outcomes and National Curriculum expectations.
  • Literacy and numeracy intervention.
  • Functional skills and study skills.
  • Speech, language, and communication development.
  • Emotional literacy and confidence-building.
  • Reintegration or transition preparation.

One-to-One Specialist Teaching

  • Trauma-informed, relationship-based practice.
  • Flexible pacing and structured routines.
  • Evidence-based interventions.
  • Sessions delivered at home, in the community, or online.

Progress Monitoring & Reporting

  • Half-termly progress reports.
  • Updates against EHCP outcomes.
  • Attendance and engagement summaries.
  • Recommendations for next steps.

Multi-Agency Collaboration

  • Work with caseworkers, EPs, SALT, OT, CAMHS, schools, and families.
  • Ensure cohesive and well-coordinated provision.

Suitability

  • Learners medically unable to attend school.
  • Severe anxiety or emotionally based school avoidance.
  • Complex SEND requiring specialist one-to-one provision.
  • Awaiting placement or transitioning between settings.
